Site Import leaves key generation strategy in an inconsitent state when running in a cluster

When we import a site backup, we use our ResettableHiLoGenerator to reset the ids generated, but we only perform this on the node that imported the backup. This leads the other nodes with an id generation strategy that can lead to primary key conflicts.
