Tools link appears in wrong place on first page load

      Mac OSX 10.5.2 using Safari 3.1

      When I open a CAC/EAC page for the first the 'Edit', 'Add' and 'Tools buttons are not laid out correctly. Please see the screenshot attached.

      If I refresh the page or navigate to another page the problem is fixed.
