Add logging as an audit trail for plugins being installed and enabled/disabled

Currently there is no history of which plugins were installed when and by whom. where some unusual behaviour is noticed , it would be advantageous to be able to check which were the latest plugins installed/enabled or removed/disabled, so that the relevant actions could be backed out to get back to where the installation had been previously.
