Attachments with irregular characters (commons, pounds, spaces) fail to download

    Description

      users are uploading files with funky file names. For example

      0182-01, HT29#17.pdf

      The URL should be escaped so the download can be accomplished.

      Also, these file names are not linking when using the attachment fileter [^0182-01, HT29#17.pdf]. To a developer this seems obvious, but to the end user, if it can be uploaded then it can be linked and downloaded.
