      Issue Summary

      Post upgrade - Confluence 10.2.11 or later fails to start if there is an issue with mail configuration

      Steps to Reproduce

      1. Install Confluence 9.2.20 environment and configure respective mail configuration. 
      2. Shutdown Confluence and then remove the file related to mail password from /shared-home/secured folder. 
      3. Upgrade Confluence to 10.2.11 or later. 
      4. Try and access Confluence application after the upgrade. 

      Expected Results

      Confluence application should be accessible even if there is an issue with mail password. 

      Actual Results

      Confluence application is not accessible post upgrade. 

      Workaround

      Use https://support.atlassian.com/confluence/kb/recreate-default-secured-secrets-in-confluence/ to either delete "atlassian.confluence.smtp.mail.accounts" if mail server is not in use or recreate the password using the steps mentioned.
