Issue Summary

If a code-block has a title with "tag" in it it will break the inline comment for the use of the word tag later in the page.

Steps to Reproduce

1. Create a page that uses a code-block with the title that contains "tag"
2. Add the word tag later in the page
3. Try to add an inline comment on the "tag" on the page

Expected Results

The inline comment saves successfully.

Actual Results

The following error is given:
We can't add your inline comment; the section you highlighted may contain a macro or user mention. Try highlighting plain text.

Workaround

Remove "tag" from the code-block title.
