Issue Summary

With more than 2 user templates created in Confluence via Space Tools > Content Tools > Templates > Create New Template, and all the templates promoted, only two random templates appear in the Create pop-up.

Steps to Reproduce

1. On Confluence 10.2.11, create a Test space.
2. For the newly created space Test, navigate to Space Tools > Content Tools > Templates
3. Create four user templates with names Template example 1/2/3/4.
4. Select Promote next to all the templates to make them appear in the Create pop-up.
5. Click on the … besides the create button to open the dialog box showing promoted templates.

Expected Results

All the promoted user templates must be visible in the Create pop-up, as visible in the attached Working_create_dialog.png.

Actual Results

Not all the promoted user templates appear in the Create pop-up; only 2 random templates appear, as seen in the Nonworking_create_dialog.png

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
