Problem

Users following a blog do not receive notifications when that blog is edited

Environment

Confluence 9.2.10

.h3. Steps to Reproduce

1. Create two users A and B
2. Login as user A and create a blog named TEST. Logout.
3. Login as user B and view blog TEST. Click on the "Watching" and select "Watch all content in this space". Logout
4. Login as user A and edit the blog TEST and save the changes.
5. No notification/mail is sent to user B about this change.
6. Create a new blog as user A. User B receives a mail regarding the new blog.

Expected Results

User B should receive notification about changes made in the blog.

Actual Results

User B receives notification only for new blog creation and not for edit.
