Restore a way to disable or hide the "Forgot Password" link

      There are two reasons to disable the "Forgot Password" link:

      1) email password recovery is subject to many kinds of attacks

      2) in systems using external authentication (LDAP or MS AD), the "Forgot Password" cannot work.  It wastes the users' time, and wastes admin time answering the questions. Everyone is less happy with Confluence.

      This link used to be hide-able via https://support.atlassian.com/confluence/kb/how-to-hide-the-forgot-password-link-in-confluence/ but that was broken in Confluence 9.1.  Please restore a way to hide or disable this.

      This applies to both Data Center and Cloud.
