Reference to plugin administration should not be viewable by confluence admin, only by sysadmins

The sentence (and link in it): "Some features are installed as plugins, and must be enabled or disabled from the plugin administration page." on the VIEW general configuration should not be visible to conf admins (the link is unauthorized for them anyway)
