Inline comments need to be visible when page is in edit mode

      Inline comments are useful for pointing out page issues, but unfortunately when the user switches the page to edit mode those comments vanish, which in the best case means multiple smaller edits as the user toggles back and forth to see each comment or refresh their memory on what the comment was.

      In addition to this, someone wanting to throw a comment into a section during a long edit now has to switch back to view mode to add the comment.

      This could all be fixed by ensuring inline comments are accessible to the user when the page is in edit mode.
