Confluence administrator should have privilege to configure monitoring and cluster configuration

      Issue Summary

      A Confluence Administrator cannot see clustering and monitoring options under General Configuration, unlike a System Administrator.
      However, in Jira, equivalent Jira System Administrators and Jira Administrators both have such access.

      Steps to Reproduce

      1. Log in with a user having only the Confluence Administrator privilege.
      2. Navigate to General Configuration.

      Expected Results

      'Monitoring' and 'Clustering' options should be accessible to users with Confluence Administrator privilege.

      Actual Results

      The 'Monitoring' and 'Clustering' options are missing.

      Workaround

      Log in with user having System Administrator privilege.
