Issue Summary

On the page editor, after adding a horizontal rule, it is not possible to add some macros.

Steps to Reproduce

1. Create a page
2. Add a horizontal rule (do not click into the document after)
3. Try to add the attachments macro
4. The placeholder will not be visible
5. Click on the page
6. The placeholder will be visible
7. Save the page
8. The attachments macro is missing on the page

The atatchments macro is just an example and the issue can be reproduced with other macros such as Tthe able of Content macro

Expected Results

The attachment macro should be inserted into the page

Actual Results

The attachment macro is missing after saving the page

Workaround

Enter a line break after the horizontal line or remove the horizontal line, then add the attachments macro
