Issue Summary
Native Confluence Cloud page approvals currently require approval from every designated approver before a page can be marked as approved. Customers cannot configure an approval threshold, quorum, or backup/delegate approver model.
This creates delays when a required approver is unavailable (for example, on leave or vacation), because page owners
Steps to Reproduce
1. Open a Confluence Cloud site with native page approvals enabled (Premium or Enterprise).
2. Create a new page, or open an existing draft page.
3. Start the approval process.
4. Add two or more people as required approvers — for example:
• Approver A: Primary approver
• Approver B: Backup/delegate approver
5. Send the page for approval.
6. Have only Approver A approve the page.
7. Check the approval status.
Expected Results
The page owner or space administrator can configure the approval rule. For a 1-of-N configuration, approval should complete and the page should be marked Approved as soon as either Approver A or Approver B approves.
Actual Results
The page remains pending approval because Confluence requires all configured approvers, including Approver B, to approve before the page is marked as approved. There is no available native setting to configure:• approval by any one of the designated approvers (1-of-N), or • a minimum threshold/quorum, such as 2 of 3 approvers.
