      Issue Summary

      When attempting to transition a legacy perm into a Role process fails with:

      "Bulk access change failed".

      We ran into a problem completing your bulk access change. Try again.

      This only happens if Global anonymous access is disabled.

      Steps to Reproduce

      1. Access https://INSTANCE_URL/wiki/admin/permissions-combinations 
      2. Try to convert a legacy perm into a native Confluence Role (e.g. Viewer).

      Expected Results

      The bulk access change would complete successfully.

      Actual Results

      The below exception is thrown in the UI:

      "Bulk access change failed".
We ran into a problem completing your bulk access change. Try again.

      Workaround

      Temporarily enabling Global anonymous access would help workaround the issue, however please be cautious as that can also temporarily expose content to the public.
