      Problem Statement

When attempting to generate a new Confluence page using the newly introduced Create with Rovo bottom prompt bar on a blank page, attached files (tested with .pdf, .html, etc.) are uploaded to Media Services but are not passed into or ingested by the Rovo LLM prompt context. As a result, page creation completes, but Rovo generates a generic fallback draft stating that the file was not provided (e.g., "The file to review was not included, so a source-grounded summary cannot be created yet" or "No attachment was available to review").

      Description & Steps to Reproduce:

      1. Navigate to Confluence and click Create to start a blank Confluence page.
      2. In the newly introduced prompt bar at the bottom of the editor, click + to attach a file (tested with .pdf, .html).
      3. Enter a prompt instructing Rovo to summarize/review the document (e.g., "review this HTML file and create summary").
      4. Submit the prompt.

      Expected Result:

Rovo inspects the uploaded file via Media Services and generates a grounded page draft based on the content of the file.

      Actual Result:

While the file uploads to Media Services, the attachment token/media reference is either dropped or not resolved during prompt orchestration. Rovo generates a generic template with the warning:

"The file to review was not included, so a source-grounded summary cannot be created yet."

      Workaround

Until a fix is deployed, customers can use the following workarounds:

      1. Direct Text Prompt: Copy and paste the text from the document directly into the Rovo prompt box rather than attaching the file.
      2. Standard Rovo Chat: Use the standard/side Rovo chat panel to summarize or extract content from the attachment, and insert the result into the page.
      3. Import from Connected Integrations: Use the Import option from connected cloud storage (such as Google Drive or Confluence space docs) if available.
      4. Attach Directly to Published Page: Create the page first, attach/insert the file directly into the editor, and use in-page Atlassian Intelligence / Rovo commands.
