Issue Summary
When a user without space permissions requests access to a Confluence space, the notification email intended for Space Admins / Managers (which includes the "Manage request" call-to-action to review and grant permissions) is erroneously sent to the requester themselves, even when the requester does not hold space admin or manager permissions.
Steps to Reproduce
- As User A (a standard user without View or Space Admin/Manager permissions for Space X), navigate to a restricted page or space link in Space X.
- On the access restriction screen, click Request space access.
- Observe the email notifications received by User A (the requester) versus the designated Space Admins / Managers of Space X.
Expected Results
- The "Manage request" approval email must be routed only to eligible Space Admins / Managers (users holding the MANAGE_USERS / Space Admin permission).
Actual Results
The requester (@User A) receives the "Manage request" approval notification email intended for administrators, asking them to review and approve their own request.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
