Issue Summary
- New application link creation fails on the Confluence side when connection to Jira Cloud.
- Existing application links work as expected.
Steps to Reproduce
- In Confluence Cloud, attempt to create a new OAuth 1.0 or 2.0 application link to Jira.
- Start the same process on the Jira side, and copy/paste the "App client ID" and "App client secret" to complete the setup.
- Notice that the application link is completed on the Jira side.

- On the Confluence side, the link returns a "Network Error", with this response.
We couldn't connect to Jira at https://api.atlassian.com/ex/jira/<CLOUD-ID>. This might have been caused by a network error or another configuration error. java.lang.RuntimeException: Failed to retrieve client credential access token
Expected Results
- Application link should be set up without any errors on both apps.
Actual Results
- While Jira is able to connect to Confluence, the setup fails on the Confluence side and returns a "Network Error"
Workaround
- Currently there is no known workaround for this behavior. A workaround will be added here when available
