Anonymous users cannot export public spaces despite having space export permissions

      Issue Summary

      Anonymous users are unable to export publicly accessible Confluence spaces despite having explicit space export permissions

      Steps to Reproduce

      1. Navigate to Confluence Space Settings > Space Permissions.
      2. Grant Anonymous Access permissions for the space:
        1. Ensure View Space and Export Space permissions are checked and saved.
      3. Open an Incognito/Private browsing window (or log out) to access the site as an unauthenticated / anonymous user.
      4. Navigate to the public space.
      5. Go to Space Settings > Manage Space > Export Space (or access the export options directly via /spaces/exportspace.action?key=<SPACE_KEY>).
      6. Attempt to perform an export using any format:
        1. PDF Export
        2. CSV Export
        3. XML Export
        4. HTML Export

      Expected Results

      Anonymous users with explicit Export Space permissions should be able to trigger and download space exports in all supported formats (PDF, CSV, XML, HTML) without encountering permission or export failure errors.

      Actual Results

      The export fails to initiate or complete depending on the selected format:

      PDF & CSV Export:
      Something went wrong. We had a problem exporting your space. Try again.

      XML & HTML Export:

      The following error(s) occurred:
      Unable to start space export : User is not permitted to export a space

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
