Drafts created by old AAIDs accounts can't be deleted

      Issue Summary

      If a user creates a draft but the account no longer exists, there's no option to delete the draft.

      Steps to Reproduce

      1. Create a draft
      2. Delete your AAID account.

      Expected Results

      An admin should be able to remove the draft

      Actual Results

      The draft can't be deleted from the UI. It needs to be deleted directly from the database.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
