Issue Summary

Inline comments that are added to images while viewing the page disappear after a page refresh. When you add these comments during the viewing session, they do not persist and are lost upon page reload.

Steps to Reproduce

1. Create a page, insert an image, and publish the page.
2. On the published page, hover over the image until the Comment button appears.
3. Click Comment, add your comment, and select Add to save the inline comment on the image.
4. Refresh the page (F5).

Expected Results

The inline comment on the image should persist after a page refresh.

Actual Results

The inline comment on the image does not persist after a page refresh.

Workaround

You can add an inline comment to an image in edit mode, and that comment will persist even after refreshing the page. But this workaround only works when there is a single inline comment.
