"User Access Audit" report won’t include spaces the admin generating the report can’t access, even when using Admin Key

      Issue Summary

      The "User Access Audit" report will not include any spaces that the admin who is generating the report does not have access to. In other words, when an admin creates this report, it will show only information for the spaces this admin can access and exclude spaces outside their permissions. Consequently, this generates an incomplete report. 

      Enabling the Admin Key (available on the Premium plan) won't help. Only after the admin gets access to the space (through Recover Admin Permission) the space will be included in the report. 

      Steps to Reproduce

      1. Ensure another user in the instance has access to spaces the admin lacks.
      2. Using an admin account that lacks access to all site spaces, open User Access Audit (/wiki/admin/user-access).
      3. Search for that user and download the space access report (.CSV).
      4. As admin, add yourself to all spaces. Use Manage space access in bulk (/wiki/admin/permissions/bulk-permissions) to speed this.
      5. Return to User Access Audit (/wiki/admin/user-access), search for the same user, and download the new report.
      6. Compare both reports. The first won't list spaces that the admin couldn’t access previously.

      Expected Results

      As an admin — especially when using the Admin Key (Premium) — you expect the User Access Audit report to be complete and not omit spaces the reporting admin can't access.

      Actual Results

      As an admin, with or without the Admin Key (Premium), the User Access Audit report is incomplete because it omits spaces that the generating admin cannot access.

      Workaround

      A current workaround is to use Manage space access in bulk (/wiki/admin/permissions/bulk-permissions) to add the admin to all existing spaces, then run the User Access Audit feature to generate a complete report.
