Issue Description

In Confluence Cloud, the app selector on the following page renders blank:
 
 
 Space settings → Space access → Apps/settings/permissions/apps
The page displays existing app-related permission assignments, but the dropdown used to select an app contains empty, blue-highlighted options with no visible names or labels. As a result, space administrators cannot determine which app they are selecting or grant new app permissions through this interface.

The issue is reproducible across multiple production tenants and spaces, including tenants using role-based access and tenants not transitioned to role-based access.

Steps to reproduce

1. Open any Confluence Cloud space.
2. Navigate to Space settings → Space access.
3. Open the Apps tab.
4. Click the app selector/dropdown at the top of the page.
5. Observe the available options.

Actual result

• The dropdown opens but contains blank options.
• Options appear highlighted in blue but have no visible app name or identifying information.
• The selector is effectively unusable.
• Existing app permission assignments in the table may still render.

Expected result

• The dropdown should display the names of available apps or app principals.
• Administrators should be able to select an app and grant the relevant custom-content permissions.
• Empty or unidentified entries should not be displayed as selectable options
