Issue Summary

On Confluence Cloud trial tenants, in-app (bell) mention notifications are not delivered to users. According to the original design intent, only email notifications should be blocked on trial tenants to prevent spam. In-app (bell) notifications should still be delivered regardless of trial status.

Steps to Reproduce

1. Create or use a Confluence Premium Trial tenant

1. Create a page and mention another user using @mention

1. Check the mentioned user's notification bell icon

1. Observe that no in-app notification is received

Expected Results

The mentioned user receives an in-app (bell) notification. Only email notification should be blocked on trial tenants.

Actual Results

No in-app (bell) notification is delivered. The mention event is dropped before being processed for any delivery channel, blocking all notification types including in-app (bell), not just email.

Workaround

Please contact Atlassian Support for assistance. The support team can apply a temporary workaround to restore in-app and email notifications for the affected trial tenant.
