Issue Summary
Public Link settings page throws an error if a page within the space has a Public Link enabled by a user who has since been deleted from the site.
Steps to Reproduce
- Create a page in a space and enable Public Link for that page.
- Verify the Public Link is active and the settings page for the space (Space Settings > Space access -> Public Links) loads correctly.
- Delete the user account that originally enabled the Public Link from the Atlassian site.
- Navigate to Space Settings > Space access -> Public Links for that space OR Settings -> Secutiry -> Public Links
Expected Results
The Public Link settings page should load successfully. The "Turned on by" column should ideally show "Former User" or remain blank without breaking the UI.
Actual Results
The page fails to load or throws a generic error.
