Allow users to configure, add, and reorder field columns on the Jira Work Items macro even when the underlying JQL query currently returns no results.

Problem Statement

When a user pastes a Jira search URL or inserts a Jira Work Items macro with a JQL query that returns zero issues, the macro renders an empty state with no ability to configure columns. The column selector (the columns icon in the macro toolbar) is either unavailable or non-functional when there are no results to display.

This creates a frustrating chicken-and-egg problem: users cannot prepare their page layout until issues exist, but they need the page ready before issues are created.
