Improve User List macro message for cases where the target group is empty

      Background

      Currently, when an empty group is referenced via the User List macro, it appears as "userlister.noresultsfoundforgroups" and that is perceived as an error by some users.

      Suggestion

      This entry requests UI improvements to the macro when that case occurs, displaying a friendlier message to users to make it clear that "it worked, but the group is empty".
