Allow granular access to Mission Control without requiring "Manage everything in space" permission in Confluence Cloud Roles

      Confluence Cloud customers using the new Roles-based permission system need the ability to grant Mission Control access independently of full administrative permissions.

      • Current behavior: Mission Control visibility in Space Settings is hard-coded to the "Manage everything in space" permission. Users without this permission cannot see or access Mission Control, even via direct URL.
      • Expected behavior: A dedicated, granular permission (or role capability) should allow designated users — such as "Light Space Owners" — to view Mission Control dashboards without granting them destructive admin capabilities like deleting or exporting the space.
      • Business impact: Organizations that have invested in custom roles to enforce least-privilege access are forced to choose between granting full admin rights or completely blocking access to space-level insights, undermining the purpose of RBAC.
      • Precedent: Analytics permissions are already managed independently (at both global and space level) from RBAC roles. Mission Control access should follow the same pattern and be decoupled from the blanket "Manage everything" permission.
