Issue Summary
Admins are unable to persist a valid configuration where both custom emoji-related settings are disabled. After turning off both settings and reloading the page, one of the settings is automatically re-enabled. This makes two distinct options behave as if they are mutually constrained, even though they represent different functionality and should be allowed to both remain off.
Steps to Reproduce
- Go to Admin Hub.
- Open Site settings.
- Navigate to the Emoji section.
- Turn off Allow people to add custom emojis.
- Turn off Allow custom emojis on publicly shared content.
- Save the settings if a save action is required.
- Reload the page.
- Observe that one of the toggles has changed back to ON.

Both options remain disabled

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
