Enforce space-level Whiteboards disablement across all creation paths (including /whiteboard)

      When Whiteboards are disabled in Space Settings > General > Features, the “Create Whiteboard” UI is hidden, but users can still create whiteboards via the /whiteboard slash command in the editor.

      Although our documentation at https://support.atlassian.com/confluence-cloud/docs/edit-features-for-a-space/ explains that this feature toggle is only to "hide" but it would still be possible to create whiteboards using automations and apps, this adds confusion to the Product Admins when they are seeking for ways to disable the usage of Whiteboards (and we currently do not have). 

      The request:

       Disabling the feature Whiteboards at the space level should block creation via all methods (UI, slash command/macro, templates, APIs, mobile), hide/disable the /whiteboard command, and return a clear error if a creation attempt is made.

       

      Steps to Reproduce

      • Space Permission: Use an user with permission to add "Pages, live docs, whiteboards, databases, and Smart Links";
      • Disable the feature Whiteboard as per https://support.atlassian.com/confluence-cloud/docs/edit-features-for-a-space/: 
        • Space Settings > General > Features
        • Disable Whiteboard
      • Observe that when using the sidebar to add a new content or the Create button, there is no longer an option to create whiteboard;
      • Create a new page
      • Add the macro /whiteboard

      What is the Customer expectation

      • It should not be possible to create a new whiteboard, proper message returned that whiteboard is not available.

      What is observed instead

      • A new Whiteboard will be created and embedded in the macro.
