Issue Summary

"Analytics" menu missing in Space Tools for roles with "Manage space" permission

Even though the item is missing from the space sidebar in the UI, page accessible via direct URL (https://<SITE>.atlassian.net/wiki/spaces/<SPACEKEY>/analytics).

Steps to Reproduce

1. In a instance with Roles (beta) enabled, make sure the site has a custom role with all permissions from "Manage space" section granted, except for the "Manage everything in space" 
   
2. Grant this custom role to a user within a space 
3. Ask this user to access the space and click on the more actions menu (...) next to the space name to confirm if they can see the Analytics item under Space tools

Expected Results

The "Analytics" menu in More actions menu (...) > Space tools should be visible to any user granted a role with "Manage space" permission.

Actual Results

The "Analytics" menu in More actions menu (...) > Space tools is not visible to any user granted a role with "Manage space" permission.

Additionally, when direct accessing the Analytics link, the item is missing from the menu within the Space Settings as well. 

Workaround

Currently, the workaround would be accessing from the direct link: (https://<SITE>.atlassian.net/wiki/spaces/<SPACEKEY>/analytics).
