Issue Summary

Users are unable to add an inline comment in view mode.

Steps to Reproduce

1. Go to Personal settings by clicking on your profile from top right corner.
2. Make sure that "Show option panel when text is selected" is unchecked.
3. Go to any Confluence page.
4. In view mode, you can select the comment icon to add an inline comment but as soon as you click on the comment icon, the comment box will not load.

Expected Results

If this is intended , we should also be removing the comment icon to avoid the confusion.

Actual Results

Unable to add inline comment on pages on view mode.

Workaround

Please enable the "Show option panel when text is selected" from personal settings.
