      Issue Summary

      OAuth 2.0 application link creation fails when IP allowlist is enabled for JIRA/Confluence, even after adding Atlassian IP to the allowlist.

      Steps to Reproduce

      1. Enabled IP allowlist for Jira on cloud site B
      2. Try to create  an application link from Site A using OAuth 2.0
      3. app link creation fails.

      Expected Results

      Applink creation should succeed.

      Actual Results

      Applink does not get created.

      Workaround

      1. Create a Oauth 1.0 app link
      2. Disable IP allowlist.

      NOTE: Even if link is set up without IP allow list , once IP allow list is enabled later, the existing links to issues do not load.
