Space Settings: Hovering analytics graphs at top of page adds extra scrollbar and shifts all content left

      Issue Summary

      On the Confluence Cloud Space Settings page, hovering over a graph while the page is at the very top (no scroll offset) causes all page content to shift left. This appears to be triggered by an additional vertical scrollbar being added on hover, which reduces the available content width and forces a layout reflow. Once the user scrolls down, the behaviour no longer occurs.

      Steps to Reproduce

      1. Navigate to a Confluence Cloud space and go to Space settings.
      2. Ensure the page is scrolled all the way to the top (no vertical scroll offset).
      3. Hover the mouse over one of the graphs on the Space Settings page.
      4. Observe that all page content shifts slightly to the left and an additional vertical scrollbar appears.
        #Move the mouse off the graph and observe that the content shifts back and the extra scrollbar disappears.
      5. Scroll down the page so there is now a non‑zero scroll offset.
      6. Hover over the same graph again and observe that the issue no longer reproduces.

      Expected Results

      • Hovering over graphs on the Space Settings page should not introduce an additional vertical scrollbar or cause layout changes to unrelated page content, regardless of the current scroll position.

      Actual Results

      • When the page is at the very top (no scroll offset) and the user hovers over a graph on the Space Settings page:
        • An additional vertical scrollbar is introduced.
        • The available content width is reduced, causing all page content to shift left (layout reflow).
        • Moving the mouse off the graph removes the extra scrollbar and the content shifts back to its original position.
        • After the user scrolls down the page, hovering over the same graph no longer triggers the behaviour.

      Workaround

      • As a partial mitigation, users can scroll slightly down the Space Settings page before interacting with the graphs. Once there is a non‑zero scroll offset, hovering over the graphs no longer causes the layout shift or additional scrollbar.
