Add ability to reopen "Resolved" footer comments via API

      User Problem

      Currently, users are able to create, edit and delete footer comments using the Confluence cloud API. However, while it is possible to edit the comment's body, it is not possible to update its "resolutionStatus" to resolve/reopen comments.

      Suggested Solutions

      Include the ability to update the "resolutionStatus" value using the Update footer comment endpoint.

      Current Workarounds

      Resolve/reopen comments directly via web UI.
