Provide org-level control to fully disable Google/Slack/Microsoft contact connection UI and OAuth when “Allow users to connect contacts…” is turned off.

      • Current behavior
        • Org setting “Allow users to connect contacts from Google, Slack, and Microsoft” is turned off.
        • “Connect contacts” and similar UI entry points remain visible in the product.
      • Problems
        • UI suggests the connection is available, which conflicts with the org‑level control.
        • Admins expecting a hard disable for external contact connections cannot fully enforce this.
        • This creates confusion and friction for admins and end users, and raises concerns around security, privacy, and compliance.
      • Requested behavior / feature
        • When the contacts setting is off:
          • Hide or disable all related “Connect contacts from Google/Slack/Microsoft” UI elements.
          • Block the OAuth connection flow for these services so the connect action cannot be completed.
        • Optionally add a dedicated org‑level control to:
          • Disable third‑party account connections (Google/Slack/Microsoft) via OAuth.
          • Control visibility of all associated connection UI from a single place.
