Issue Summary

Publishing draft created from some templates fails with error: `Your work is safe, but there's an issue – null-length/empty "operation" fields are not allowed` if restrictions were changed in Publish dialog

Steps to Reproduce

1. Create a draft
2. Select any of these templates: Meeting notes, DACI, How-to articl
3. Click on Publish button
4. Change somehow restrictions in Publish dialog
5. Click on Publish button in Publish dialog

Expected Results

Draft should be published successfully.

Actual Results

• Draft isn't published

• Your work is safe, but there's an issue – null-length/empty "operation" fields are not allowed error flag appears

Workaround

The draft can be published on the second attempt of clicking the Publish button
