PDF Export: List Type Not Identified in Generated PDF

      Issue Summary

      Users are unable to differentiate between unordered and ordered lists in the generated PDF.

      Steps to Reproduce

      1. Open the Confluence Cloud Homepage.
      2. From the Sidebar navigation, expand Spaces and open any space.
      3. Open a page that contains both unordered (bulleted) and ordered (numbered) lists.
      4. Navigate to the "More actions" menu button and activate it, then select "Export" and choose "Export to PDF".
      5. Navigate to the "Download PDF" link and activate it.
      6. Open the downloaded file using Adobe Acrobat on Windows or Preview on macOS.
      7. Navigate to a list using L (JAWS/NVDA) or Ctrl + Opt + Cmd + X (VoiceOver).
      8. Navigate through list items using I (JAWS/NVDA) or Up/Down Arrow keys (VoiceOver).
      9. Observe that the screen reader does not indicate whether the list is ordered or unordered.

      Actual Results

      When exporting Confluence page content to PDF, list structures are partially tagged and announced as lists (e.g., “List with 4 items”). However, the PDF does not preserve the distinction between ordered (numbered) and unordered (bulleted) lists.

      Users reading the generated PDF with a screen reader observed the following issues:

      • Lists are announced as “List with X items” without indicating whether they are numbered or bulleted.
      • Users cannot differentiate between ordered and unordered lists.
      • Semantic meaning and order information may be lost, causing confusion for screen reader users.

      As a result, screen reader users cannot distinguish between different list types.

      Expected Results

      The generated PDF should clearly differentiate between unordered (bulleted) lists and ordered (numbered) lists to ensure readability and proper content structure.

      Apply the following changes:

      • Ordered (numbered) lists are identified as numbered lists.
      • Unordered (bulleted) lists are identified as bulleted lists.
      • The number of items and the semantic order of the list are preserved.
      • Screen reader users can clearly differentiate between ordered and unordered lists.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
