Issue Summary

When loading pages containing tables under specific conditions (e.g. large tables, slower connections), the table menu options may take a considerable amount of time to load, directly affecting users' ability to manipulate data (e.g., "merge cells").

Steps to Reproduce

1. Create a page and add a table to it
2. Add rows and cells to it
3. Edit the page
4. Click on a table cell

Expected Results

Action menu (Down arrow) loads immediately.

Actual Results

Action menu takes a considerable amount of time to load (up to several minutes)

Workaround

The actions menu can be open manually by using the shortcut Shift+F10.
