      Table of Contents macro fails to render when nested inside legacy layout macros (section, column, panel) after migration from Server/Data Center to Cloud

      Steps to Reproduce

      1. Migrate a Confluence page from Server/DC to Cloud where the Table of Contents (ToC) macro is nested inside legacy layout macros (e.g., section, column, panel, or combinations thereof).
      2. Open the migrated page in Confluence Cloud.

      Expected Results

      The Table of Contents macro should render and display correctly, even when nested inside legacy layout macros, as it did in Server/Data Center.

      Actual Results

      The Table of Contents macro fails to render or is missing entirely when placed inside legacy layout macros after migration to Cloud.

      Workaround

      Manually copy the content out of the legacy layout macros and re-add the ToC macro in the Cloud editor.
