Issue Summary

When editing a table on a page, the "cell options" dropdown arrow does not always present itself when a table cell is click on or hightlighted. And on those tables that do initially display the dropdown in edit mode, simply closing the page and reentering edit mode will cause the dropdown to disappear.

Steps to Reproduce

1. Navigate to a page with a table.
2. Click on the "Edit" icon to go into the page's edit mode.
3. Click inside one of the table's cells. Observe that the "cell options" dropdown may not be present.
4. If the "cell options" dropdown is indeed present, click on the page's "Close" without updating anything.
5. Reenter the page's edit mode, and click on a table cell. Observe that there is now no "cell options" dropdown.

Expected Results

The "cell options" dropdown should always be available when clicking on or highlighting a table's cell(s) in edit mode.

Actual Results

The "cell options" dropdown is not always available on a table in edit mode and is definitely not available after closing/reentering edit mode.

Workaround

1. Confirm you have a page where this behavior is reproduced, and put the page in edit mode.
2. Click on a table cell, and then click on the page outside of the table.
3. Click back on a table cell. Notice that the "cell options" dropdown appears.
