Macro insert (+) button missing on Confluence edit page when Rovo is enabled

      Issue Summary

      On a Confluence Cloud site where Rovo is enabled, the “+” button to insert macros on the Confluence edit page is not displayed. This prevents users from adding any macros to the page.

      Steps to Reproduce

      1. Enable Rovo for the Atlassian organization / site.
      1. Go to Confluence Cloud and open any page where you have edit permission.
      1. Click Edit to open the page editor.
      1. Look for the “+” button (Insert more content / Insert macro) in the editor toolbar and/or inline near the cursor position.

      Expected Results

      • The macro insert UI is available:
        • The “+” button is visible in the editor toolbar (and/or inline where expected).
        • Clicking it opens the macro browser or the “Insert more content” menu to add macros (e.g. Panel, Table of contents, Jira issues, etc.).
      • Rovo being enabled has no impact on the Confluence editor’s ability to insert macros.

      Actual Results

      • When Rovo is enabled for the site:
        • The “+” button to insert macros does not appear in the editor.
        • Users cannot open the macro browser or add macros from the UI.
      • When Rovo is disabled (if applicable / tested), the “+” button appears as expected and macros can be inserted.

      Workaround

      • Use "/" in the editor to insert macros.
