Issue Summary
Reply permalinks fail to focus/scroll to the reply and instead load the page at the top. Comment links work correctly and focus on the comment; reply links should behave the same.
Steps to Reproduce
- Add a comment to a page.
- Copy the comment’s link.
- Open it in a new tab — the page correctly loads focused on the comment.
- Open the email notification for this comment.
- Click the Reaction link — the page correctly loads focused on the comment with the new reaction.
- Return to the notification and click the Reply button — the page still loads focused on the comment.
- Add a reply to the comment.
- Repeat the same sequence using the reply’s link.
Expected Results
The behavior should match the comment case: the page loads with focus/scroll positioned on the reply, or at least, on the comment where the reply was done.
Actual Results
The page loads at the top instead of focusing/scrolling to the reply.

Workaround
Manually edit the URL and use the ID of the comment, instead of the ID of the reply.
