Issue Summary

A significant delay occurs when attempting to collect permissions data for all Confluence spaces using the new Export Permission Data feature. The process remains stuck for an extended period with only the message:

"Preparing your permissions data export. This might take a few minutes."

However, the export does not complete even after waiting for a longer time(days). 

This only occurs on select tenants, and when personal space type is included in the export.

Steps to Reproduce

1. Run the confluence permissions export data feature, including personal spaces in the export

Expected Results

Export generates report without issue.

Actual Results

Report never gets generated and gets stuck in a 'preparing' state in perpetuity.

Workaround

Run the export without personal space type included in the export.
