Issue Summary

on RBAC mode, when a user who has admin permission(to the space) tries to change space owner to himself, an error is thrown. This is despite all the actions being selected for the admin role.

This is noted if the user is not part of the admin group itself (confluence-admins-sitename)

Steps to Reproduce

• Select a profile with user permissions only
• Go to any space and ensure the user has the admin role assigned
• Try changing the space owner to the user
• You will get an error

Expected Results

Space owner to get changed

Actual Results

Error is thrown.The below exception is thrown

The confluence cloud admin can do this
