Issue Summary

The ADF Schema supports the 'Tip' panel (but it might've been deprecated), but there are some validation steps in publishing and conversion from live doc -> page that throws an error.

We still need to support the tip panel as we cannot fully remove it from the schema and it is possible for tip panels to be generated (either by copying it from an old document that might have it, or we have also seen AI generating it)

Steps to Reproduce

2. Try to convert from live doc to a published page, or if in draft mode try to publish the page

The only workaround is to convert the panel into another type
