Ability to retrieve folder restrictions via Confluence Rest API

      Development partners want to be able to retrieve folder restrictions via Confluence Rest API.

      Current endpoint, /wiki/rest/api/content/<pageId>/restriction/byOperation does not include folder restrictions and the results bring and empty array.

      This information is crucial for some partner's use cases
