Allow Removal of Groups from Default Space Permissions Without Requiring Another Admin

      Currently, Confluence Cloud requires that at least one group with admin permissions is assigned in default space permissions. This prevents admins from removing a group from default space permissions if it is the only group even without admin rights.

      We propose allowing admins to remove any group from default space permissions regardless of whether another admin group exists, while maintaining the system safeguard that each newly created space will always have at least one admin (the space creator).

      Use Case 

      • During site imports or migrations, default space permissions can be overridden via backend updates without any admin role assigned.
      • In this case, if you go ahead and remove any group , it throws an error.
      • The current behavior forces admins to add unnecessary groups just to satisfy the “at least one admin” requirement, creating extra work and potentially adding unnecessary permissions.
