Issue Summary

With the introduction of the new feature Mission Control dashboard, which provides admins with enhanced insights into site activity, there has been significant customer interest in accessing the underlying data for "Pages and live docs without active owners".

It would be highly beneficial to develop a REST API endpoint that allows for the retrieval of a comprehensive list of all pages and live documents that currently lack active owners. This feature would empower admins to manage content more effectively and streamline site maintenance.
