Pin the Toolbar at the Top" is not working

      Issue Summary

      When clicking on pin the toolbar, its not pinning. 

      Steps to Reproduce

      1. Step 1 : When editing a page, select any text
      2. Step 2 : We see option to pin the toolbar

      Expected Results

      We should be able to pin the toolbar. 

      Actual Results

      We are not able to pin the toolbar.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
